Manitou Springs police officer arrested for violation of 'revenge porn' statute

The City of Manitou Springs announced Tuesday night a police officer was arrested by the Colorado Springs Police Department.

Officer Jacob Carley with the Manitou Police Department was arrested on charges of violating Section 18-7-107 of the Colorado Revised Statutes, a class 1 misdemeanor. This statute has to do with "revenge porn."

The City of Manitou Springs said that effective Tuesday, Chief of Police Brian Churchill placed Carley on administrative leave from the police department.

Churchill posted a statement on the department's Facebook page Wednesday, reassuring residents that the department has and will continue to hold its members accountable.

"Actions by our officers which break the public trust and/or violate our Mission, Vision and Values will be addressed appropriately. We depend on our citizens just as they depend on us," Churchill wrote. "If we don’t have your trust, if you don’t believe in us as individuals and as an agency, then we cannot and will not be successful."

The department is following its standard internal affairs operating procedures relating to officer conduct in investigating this matter.

"As these investigations are ongoing I am not at liberty to provide further details. I can state the alleged conduct leading to the officer’s arrest did not occur during the performance of his law enforcement duties nor was it within the scope of his employment," he wrote.

The Colorado Springs Police Department is managing the criminal investigation, according to the statement released by city. Churchill stated the Manitou Springs Police Department "will be as transparent as legally allowed and will ensure the rights of the accused and complainant are respected."
