08-2505 At approximately 7:45 p.m., a Windsor police officer was flagged down by a member of the National Guard who said there was a man with a gun near a cul-de-sac off of Cornerstone Drive. Further investigation by the officer revealed the male did in fact have a weapon prior to their arrival. The officers also learned the male was concerned that his property was being damaged by the juveniles. Randall Swann, 50, of Windsor, was arrested on charges of felony menacing, prohibited use of weapons and booked into the Weld County Jail.
