DENVER - Democratic Gov. John Hickenlooper plans to sign an elections overhaul bill that includes same-day registration and mailing ballots to all voters Friday.
Democrats who sponsored the legislation say the goal is to enfranchise more voters and make it easier to vote. But Republicans have raised concerns about voter fraud and no GOP lawmakers voted for the bill.
With the bill, every registered voter will get a ballot by mail, but they could still vote in person. They may vote at any of the voting centers established by the bill, instead of the current system of going to a designated precinct polling place.
The bill would also eliminate the category of "inactive" voters, which restricts their ability to get ballots by mail.
