Douglas County is trying to figure out what went wrong with its elections.

On Election Day, people stood in line until midnight trying to cast their votes in various vote centers in Douglas County.

On Monday, county commissioners created an 11-member, fact-finding panel to evaluate the voting machines, the vote centers, the election staff and other factors.

The panel will be chaired by Jack Arrowsmith, Douglas County public trustee, and its members include an information technology expert from the private sector, two representatives from each of the major political parties, three residents who had a negative voting experience -- one from each commissioner's district, one county commissioner staff appointee, two election judges, and one representative who will be invited to participate from the secretary of state's office.

The panel will present its findings to the Board of County Commissioners on or before March 30, 2007.
