Fort Collins voters won't get a chance to officially weigh in on whether a football stadium should be built at Colorado State University.

The Coloradoan reported that the city council rejected putting a nonbinding referendum on the issue on November's ballot in a 3-3 vote on Tuesday.

The decision on whether to proceed with the stadium rests with CSU President Tony Frank. He's expected to decide before the university's board of governors meets Oct. 4, a month before the election.

However, backers of the referendum said Frank's determination would be a "soft decision" on whether to move ahead, not the final word on the stadium project.

Council member Kelly Ohlson said citizens feel helpless about what he thinks is one of the mostly highly charged debates in the city in 40 years.
