Youth ministry executive accused of exposing himself to 'extremely vulnerable' victim

The executive director of a Colorado youth ministry is accused of exposing himself repeatedly to a victim that police describe as "extremely vulnerable." Police are asking if there are also other victims.

Colorado Springs police say the victim was relying on Michael Justin Rueffert for assistance and "was in an extremely vulnerable state due to extenuating factors."

Rueffert was taken into custody and served a summons and complaint for the charge of unlawful sexual content, a misdemeanor. He was subsequently released.

Rueffert is the executive director of the Southern Colorado Youth for Christ Ministry, police say. Because of his position and the nature of the alleged crime, police are also asking the public if there are other possible victims.
