BRIGHTON, Colo. - A former Adams County construction manager has been ordered to pay nearly $1.8 million in restitution for his role in a paving scandal.

Sam Gomez already had been sentenced to serve four years in prison after pleading guilty to two theft charges stemming from the scandal. Prosecutors say Quality Paving and Quality Resurfacing billed the county for road work it never completed.

The Denver Post reports that at a restitution hearing Wednesday, an engineer who was contracted to audit construction operations in the county testified that Gomez had signed invoices for work the company didn't do.

Gomez is among six former county or company employees who pleaded guilty or were convicted in the scheme.
