Arrest warrant for Woodland Park Mayor David Turley accuses him of inappropriate touching in hot tub

WOODLAND PARK, Colo. - An arrest warrant document for the Mayor of Woodland Park says he is accused of touching a 17-year-old boy inappropriately in a hot tub.

Mayor David Turley was arrested last month on a charge of sexual assault on a child by one in a position of trust.

According to the arrest warrant affidavit obtained by 7NEWS, two people, a father and the assistant principal at Woodland Park Middle School, went to police because of concerns over the relationship between the 65-year-old Turley and a 17-year-old student. The assistant principal said she was made aware of the situation by the 17-year-old's brother, who is 13. The father said he saw what he considered inappropriate photos of the teenager and the Turley on Facebook.

"...these photographs depicted David Turley standing in what looked like to him to be a shower with other juvenile males during a recent vacation to Mexico," the father told police.

The man said everyone in the photos were wearing shorts or swim trunks.

However, the father told police he was told Turley was paying for college for a young man and that the relationship seemed "just odd" to him because they are not related.

"Just look into it, it's just too weird," the father told police.

Based on these conversations in April, Woodland Park Police said they began investigating.

One person, whose name is blacked out in the report, said he witnessed Turley and the underage teen holding hands and Turley buying things for the teen, including a Playstation 4, ski passes, an iPhone and other items.

In the affidavit, police said they questioned at least five friends of the 17 year old who all said they were aware of the ongoing relationship between Turley and the teen.

While one friend said Turley was acting as a "father figure" to the teen, another said the ongoing relationship was "fishy," the affidavit stated.

When the alleged victim was interviewed by police on April 23, he said Turley was a friend and a father figure to him.

The teen said, "No one, not even his brother, knows or understand his relationship that he has with Turley," the affidavit stated.

The teen also confirmed that Turley bought him a lot of things, including paying the fees for a baseball camp.

The teen denied being molested by Turley.

However, on May 15, Teller County Social Services sent a fax to Woodland Park Police saying a teen admitted on May 13 that on May 11 he was in the hot tub with Turley when he was touched inappropriately.

On May 22, police had the teen call Turley. As the call continued, Turley admitted he touched the teen's leg in the hot tub and his hand went "too high" and "accidentally brushed [the boy's] penis with his hand."

Turley was arrested on a charge of sexual assault by a person in a position of trust and unlawful sexual contact.

Police said they are only aware of one victim in this case.

Woodland Park is about 20 miles west of Colorado Springs.

Turley was elected mayor in April 2012.
