"At first, nothing immediately jumped out that this was a homicide," said Greeley Police Chief Jerry Garner. "But as the investigation proceeded, and with the help of the autopsy, it was clearly a murder."
The victim's wife, Kelly Baker, and Randy Baker's sister, Carol Baker, were arrested shortly after the investigation began. The pair were booked into the Weld County Jail in August and charged with first-degree murder and conspiracy to commit first-degree murder.
Kelly Baker ran a hair salon out of their home, and Carol Baker was there almost every day. Randy Baker was a drug and alcohol counselor who worked with prisoners.
Raisley has a long rap sheet of violent crimes, including a prior murder charge, assault and weapons charges.
Raisley was booked into the Adams County Jail. He will remain in custody until transferred to Weld County in the near future.
