Special Session Moves Into Day Two
State Lawmakers Grapple Over Growth
Colorado lawmakers are now into day two of a special session called for by Gov. Bill Owens to deal with growth.
Angry Lawmakers Point Fingers
Owens called the session after legislators failed to agree during the regular session on a proposal to control growth.
State Senate President Stan Matsunaka said that Democrats will resubmit a plan that would set growth limits inside and outside urban areas. In return, they would let developers build in restricted areas, if they meet zoning requirements.
Owens supports a limited growth plan that would end leapfrog annexations, require most counties to put together comprehensive plans and set up a dispute resolution process.
He also supports increased regional planning.
House Majority Leader Lola Spradley said leaders hope to end the special session by May 23.
