Church Pastor Jailed, Accused Of Child Sex Crimes

Teen Church Member Accuses Florence Pastor

A man who serves as pastor of a Florence church is jailed on $100,000 bond, accused of having sexual contact with a 15-year-old female church member .

The Rev. Allan M. Miller, 72, of Victory Apostolic Church, is charged with three counts of sexual assault on a child.

Prosecutors say he started sexually assaulting the member of his congregation when she was 14, and continued until two weeks ago.

Fremont County Sheriff's Deputy Bruce Briscoe said the teen was living with Miller at the time to ease her commute to Florence's Baptist Christian School.

According to an arrest warrant affidavit, Miller allegedly the sexual assaults began with visits to her bedroom. As time went on, the affidavit alleges, Miller progressed to fondling her and masturbating. The affidavit indicated that sexual intercourse between the two did not take place.

While on trip to Ohio, according to the affidavit, Miller fondled the teen and she told him to stop.

She told investigators that Miller began crying and said, "I'm sorry, I'm really sorry. Please don't tell my wife. It would ruin my marriage; it would ruin my ministry," according to the affidavit.

On Aug. 26, Miller performed a "wedding ceremony" between them and sexually assaulted her again, according to his arrest affidavit.

On Sept. 30, according to the affidavit, he took her into the ladies room at the church and told her, "You need relief. I'm going to relieve you." He then molested her again, the affidavit alleges.

The girl told Miller's wife and her grandmother about the alleged abuse shortly after that and police were called.

Miller is scheduled to appear in Fremont District Court on Nov. 15. According to the church Web site, Miller has been in the ministry since the early 1980s in three states: Colorado, New Mexico and Ohio.
