WESTMINSTER, Colo. -- Felony charges of attempted first-degree murder and first-degree arson were filed Tuesday against a 15-year-old Westminster boy.The charges, filed in juvenile court, stem from a Sept. 27 incident at the boy's home in the 8000 block of Clay Drive.Police said the teenager locked his stepfather in the basement and then lit a fire near the stairwell of the home.

A hearing was scheduled for Nov. 9 to determine if he is mentally competent to stand trial.
