Residents Upset That Violent Sexual Offender Has Moved In

Man's Neighbors In Highlands Ranch Voice Concern

He's done his time in another state and now he wants to call the metro area home, but residents of Highlands Ranch are raising concerns about a convicted violent sex offender who has moved into their neighborhood.

The Douglas County Sheriff's Department is holding a meeting at Thunder Ridge High School Thursday at 7 p.m. to inform his neighbors and to answer questions.

Michael Christopher Carroll, 36, was required to notify authorities when he moved to Colorado two weeks ago because he had been classified as a sexually violent predator. But not far from where he lives is a high school, a middle school and two elementary schools.

"We're aware of it. We're very concerned about it. We're concerned about our residents. (But) he does deserve the right to live anywhere he wants. Nobody can tell him where he needs to live," said Jaime Noebel, with the Highlands Ranch Community Association.

"He has served his time in Florida and there are no restrictions to his conviction," said Douglas County Sheriff's Lt. Alan Stanton. "There's a notification protocol that is standard to the state of Colorado to notify the public that he's moved here."

"I understand people's concern but I want a chance to move on and prove to people that they don't have to be afraid," Carroll told 7NEWS. "I've had neighbors bring me blueberry muffins, saying, 'Welcome to Colorado.' And she was a teacher."

Residents say they hope Carroll has turned his life around, but they still have concerns.

As a registered sex offender, Carroll is required to contact county authorities four times a year.

The sheriff's office said if you plan to attend the meeting at Thunder Ridge High School, leave your children at home because they will be talking about sexual offenses and they feel it's an inappropriate topic for small kids.

To get a registered sex offender list for your neighborhood, visit your local police department and ask for the sex offender registry. There's usually a small handling fee involved.

The Colorado Bureau of Investigation's Web site also provides names and pictures of sexually violent predators, or those who have had two or more adult felony convictions or those who have failed to register.
