A 54-year-old woman accused of using fake and stolen IDs to withdraw thousands of dollars from victims' bank accounts has been arrested.

According to a Jefferson County indictment, Andrea Harris-Frazier went into banks throughout the metro area, used fake ID cards and driver's licenses to make deposits and then later withdrew large amounts of money.

She usually deposited smaller amounts of cash or the deposits came from checks that were also stolen, according to the indictment.

"It is not uncommon for those committing fraudulent financial acts to make deposits into bank accounts of victims in order to create an appearance of legitimate banking activity. This behavior creates a pattern of what appears to be legitimate banking within a state that makes it easier to later withdraw sums from the accounts," the indictment said.

Named in the indictment were 28 victims, many who had their wallets or purses stolen, often in other states.

The thefts occurred between November 2006 and May 2009.

Harris-Frazier was arrested in mid-June in Chicago and is facing extradition. She is being held in the Cook County, Ill., jail on the Jefferson County warrant, with bond set at $200,000.

Prosecutors believe she is part of a national ID theft ring.

Harris-Frazier was indicted in February on 43 counts of theft of more than $15,000, forgery and attempted theft.

This investigation began in November 2006 when Wheat Ridge police took a tip from a woman who had complained that money was being stolen from her bank account. It took a few years, however, for investigators to track down the person responsible.
