Police: Convicted Sex Offender Allegedly Tried On Stolen Evening Gowns

Police have discovered a storage unit full of women's clothing that's suspected to be stolen, reported KMGH-TV in Denver.

A Denver man faces several charges in conjunction with the recovered clothing and other items.

It began with a woman calling police last month to say she'd been harassed in the Lower Downtown Historic District of Denver by a man who followed her three times, always commenting about her skirt.

During the last encounter, the man again fixated on the woman's skirt, vowing "the next time he saw her, he would rip it off her," a police report said.

Police responded to the woman's call about the midday threat on Feb. 9 a block from Coors Field. Using the victim's description of her harasser, they soon arrested Angel L. Rayas in the area, a police report said.

Officers said the 33-year-old Rayas, a convicted sex offender, was carrying a dozen women's identification cards, many of which had been stolen in car and residential break-ins, the report said. Rayas told police he was homeless and staying at the Denver Rescue Mission.

Rayas also had an iPod, which contained the name and phone number for a woman whose stolen ID he had. Rayas said he'd bought the iPod for $20 and that he had found the women's IDs in trash cans around town, including on the Auraria Campus, police said.

Officers asked Rayas about a bandage on his finger, and he said he'd got a cut at his rental storage locker where he kept clothing and photographs.

Police got a search warrant for the storage unit and found a strange and amazing treasure trove: hundreds and hundreds of women's clothing items and accessories, from evening dresses to "many pairs of women's underwear, bras, lingerie," along with designer sweaters, skirts, jeans, purses and sunglasses, according to the police inventory of seized property.

Amid the jumble were random car keys, a fashion magazine, an MP3 player, a global positioning device, cell phones, a laptop and a Bvlgari wrist watch, the police inventory stated.

Suspecting all the property was stolen, officers hauled away 20 boxes of clothing, along with nearly 600 separate items from Public Storage Unit A455, according to the seizure inventory spanning 39 pages.

Rayas allegedly told police he tried on several dresses -- including a teal evening gown that a security camera captured him allegedly stealing from a gold Cadillac parked in a Denver garage on New Year's Day, according to a detective's probable cause statement supporting Rayas' arrest. The investigator said at least two stolen dresses were later found in the suspect's storage locker.

Rayas is accused of selling at least one iPod at a pawn shop, and police recovered other pawn tickets in the storage locker, court records said.

Rayas allegedly admitted to breaking into cars parked in garages and on the street in Lower Downtown and often stealing women's clothing and other valuables, according to police arrest warrant affidavits.

The defendant said he allegedly broke into one woman's car "because I liked the clothes and the stuff she had," according to court records.

Police linked several recovered items to property stolen during nine vehicle, home or business thefts in Denver between May 22, 2009, and Jan. 30, 2010, according to court records.

"Rayas denied ever following, stalking, or visiting the women ... at their residences after stealing (their) IDs," an investigator who interviewed Rayas in jail wrote in a sworn statement. "Rayas admitted he masturbated to the photographs on the IDs and 'thought' about visiting the women in person at their houses, but never did."

Yet, police said when Rayas was arrested he was carrying a photo of young woman in her North (Denver) High School cheerleader uniform that was stolen during a residential break-in, court records stated. Rayas claimed the photo was of a former girlfriend from Texas.

Rayas has been formally charged with nine felony counts of criminal trespass of a vehicle, said Denver district attorney spokeswoman Lynn Kimbrough.

He's also charged with felony theft of property valued between $1,000 and $20,000; two misdemeanor theft counts, including possession of stolen evening dresses; and providing false information at a pawn shop by claiming he had owned an iPod that he sold there.

Rayas remains in jail with bond set at $450,000.

Rayas has a lengthy criminal history, including a 2005 Denver arrest on suspicion of felony unlawful sex involving force or threats and assault causing injury, according to court records.

Those charges were dismissed by prosecutors when Rayas pleaded guilty to a misdemeanor charge of sexual assault of a drugged victim and possession of a small amount of marijuana, court records stated.

"He's the kind of person you're concerned about being out in your community, because of the actions he's taking and the potential for him to escalate and harm someone," Jackson said. "If somebody recognizes him and believes that he was involved in another crime, we want them to call us right way."
