Windsor Imposes Moratorium On Pot Dispensaries
Larimer County Orders Dispensaries To Close

DENVER -- Windsor, Colo., has imposed a 75-day moratorium on new medical marijuana dispensaries, but the town of Dillon has defeated a proposal that would have banned them. The Windsor Town Board approved the moratorium this week so it can draw up regulations. The moratorium allows two existing dispensaries to keep operating, but officials said six others don't comply with existing ordinances. Dillon already has a moratorium in place and the council already gave preliminary approval to a ban. But it was defeated Tuesday after some members noted voters statewide have approved medical marijuana.
Meanwhile, Larimer County officials have ordered two medical marijuana dispensaries to close because they consider them to be operating outside the land use code.The Loveland Reporter Herald said the owners cannot appeal that judgment, based on the fact that the county land use code includes no details about how a dispensary can operate, because of a moratorium put in place by the county commissioners last week, according to county staff members.County attorney Bill Ressue told the newspaper that it also means that the county can shut down any dispensary operating outside city limits that does not have a special exception.Both owners indicated they intend to file legal action against the county. State and local officials are struggling with how to regulate the dispensaries. The Legislature will consider statewide regulations after in convenes next year.
