2 Registered Sex Offenders Arrested Again
Springs Police Announce Arrests In Separate Cases Involving Children

COLORADO SPRINGS, Colo. -- Two registered sex offenders suspected of downloading Internet child pornography are now in custody.A former minister and youth counselor was arrested by Colorado Springs police, suspected of victimizing children in the area and exchanging child porn pictures over the Internet.Police arrested Robert Wesley Bell, 51, on March 9, following an investigation that began in January.
The Police Department's Internet Crimes Against Children Unit was originally contacted by the Immigration and Customs Enforcement office in Oklahoma City regarding Bell after he was determined that he was trading Internet porn. ICE is involved in Operation Predator, an ongoing ICE enforcement initiative targeting those who sexually exploit children.During the course of the investigation, it was learned that Bell was on probation of sexual exploitation of children and that he was living in close proximity to two elementary schools.Investigators said they found suspected child porn images on his computer and evidence that indicated Bell may have been victimizing children in the Colorado Springs area. Investigators said further indications were that Bell may have been in contact with children very recently."Because Bell was previously a minister, youth minister and a certified counselor, the Colorado Springs Police Department ICAC Unit is urging anyone who may know or might have been a victim of Mr. Bell to come forward," said Lt. David Whitlock.People with information should contact Detective Clayton Blackwell at 719-444-7532, or they can remain anonymous by contacting Pikes Peak Area Crime Stoppers at 719-634-STOP.Bell was arrested on a probation violation and police said additional charges are pending.Bell's arrest occurred a few days before Patrick Scott Page was arrested after investigators determined he was downloading child porn images over his neighbor's unsecured wireless network.Page, 25, was on probation for sexual exploitation of a child when he was arrested.Police said he was accessing the Internet using a peer-to-peer software program. The neighbor had not given permission for Page to access his wireless network.Page was charged with sexual exploitation and a probation violation.
