A former police chief for the town of Calhan and current police officer with the University of Colorado in Colorado Springs is accused of trying to arrange a sexual tryst with a woman and her daughter, Colorado Springs police said Thursday.

Todd Vecellio, 38, was arrested Wednesday afternoon in front of a liquor store in Penrose, and is being held on six felony counts, including attempted sexual exploitation of a child, solicitation and conspiracy to commit sexual assault on a child.

According to police, an undercover officer posed as a single mom with a 13-year-old daughter on the Internet when Vecellio arranged a meeting to have sex with her and her daughter together.

Vecellio told arresting officers he was investigating the woman. Police said there's no evidence for that claim.

"The university is enormously concerned about the seriousness of felony charges against one of its officers and will cooperate fully with the Canon City Police Department in its investigation. We have no reason to believe the officer had inappropriate contact with students at the university nor do we believe any university-owned equipment was used," UCCS said in a released statement.

Vecellio was suspended from the university police department without pay and will remain suspended during the judicial and administrative process, the university said.

He is being held in Fremont County jail with a $50,000 cash only bond.

According to the arrest affidavit, the undercover officer had been communicating with Vecellio since Aug. 19 by e-mail and phone. They met on Adult Friend Finder and then migrated to Yahoo! chat, where "toddvec01" asked the "mother" what she wanted from the relationship, according to the affidavit. When she wouldn't tell him up front, he told her "I sounded like a cop more than someone looking for play," according to affidavit.

In fact, his fear that the "woman" was an undercover cop crept into the online conversation at least four times, but he still agreed to meet with her after having exchanged pictures and learning more about her daughter.

"There were over five phone calls where we spoke about what my daughter and I did with each other and what he wanted to do with us. He made it clear he wanted to have sexual intercourse with both of us," the officer wrote in the affidavit.

They arranged to meet on Wednesday, at a public park, and talked that day over the phone.

"During one of the conversations that afternoon, I could hear a police radio in the background which confirmed he was talking to me while working," the undercover officer wrote.

He had taken off work early and told his supervisors he was going to a doctor's appointment, the affidavit said. After the woman suggested he go pick up beer before their meeting, Vecellio headed to the liquor store and was arrested by officers after he made his purchase.

The undercover officer interviewed Vecellio while he was in police custody. Vecellio explained he was conducting an investigation on the woman's profile, however, he said he had not written any reports about the investigation, never recorded the conversations, and never told anyone about the investigation, including his work supervisor. Vecellio said he had been an officer for 17 years, and he would write the report from memory and hand it over to Fremont County Sheriff's Office.

"I asked him if he called the sheriff's department or the police department to let them know he was conducting an investigation in their jurisdiction; he said he had not. I told him anyone who had been an officer for that long would not conduct an investigation in that manner," the officer's affidavit said.
