Video Catches Pedestrian Run Over, Ignored

78-Year-Old Paralyzed, In Critical Condition

A Hartford, Conn., man is in critical condition at Hartford Hospital after a hit-and-run incident that was caught on tape.

The video shows numerous cars and pedestrians passing by as Angel Torres, 78, lies motionless in the street before a police car arrives on the scene.

According to the Hartford Police Department, on Friday, May 30, at approximately 5:45 p.m., Hartford Police were responding to an unrelated call for service when one of the responding officers came upon a pedestrian lying in the road. The pedestrian was found to be suffering from head injuries after being struck by a motor vehicle. Emergency Medical Services were called and transported the pedestrian, later identified as Torres.

Witnesses reported that two vehicles were being operated in a reckless manner. The front vehicle, described as a tan older model Toyota, was being chased by a blue or black older model Honda. The vehicles ran a red light, crossed the center line -- traveling against traffic -- where the Honda struck Torres.

Torres is paralyzed from the neck down.

"It's a clear indication of what we have become," Hartford Police Chief Daryl Roberts said. "When you see a man laying in the street who's been hit by a car, people just drive around him, walk by him and then you want to say, 'What are the police doing?' Well, that's not a police problem.

"At the end of the day we've got to look at ourselves and understand that our moral values have now changed," Roberts said. "We have no regard for each other."
