McCowan Allegedly Asked Boy If He Wanted To Go Skating

A registered sex offender accused of trying to kidnap a 5-year-old boy is back in jail.

Police said 55-year-old Frank McCowan approached the boy, his mother and some friends on the patio of Old Chicago Restaurant at 11th and Pearl streets and made small talk with them Sunday night.

He talked to them about sports and remarked that the child was "a cute kid," the boy's mother said.

When the mother went to the bathroom, the suspect asked the boy if he wanted to go skating on the mall, police said.

When the woman walked out, her son was not on the patio anymore. She called police and she and friends went searching for the boy. The boy was found minutes later but an altercation broke out between the mother's friends and the suspect's friends, police said.

One of the suspect's friends "became agitated and began making karate chop movements toward the mother's friend and the arriving officers," police said. Police used a Taser gun to subdue him.

He was identified as 25-year-old Walter Chalco-Paramachi of Lafayette. He was taken to the hospital to be treated and was issued a summons for obstructing government operations.

The 5-year-old boy was not hurt.

McCowan was booked for investigation of criminal attempted kidnapping. Records show that Boulder police arrested McCowan in 2005 on suspicion of sexually assaulting an at-risk adult.
