Former Councilman Accused Of Slipping Drug Into Woman's Drink
Police: Waiter Sees Drugging Attempt, Intervenes

COLORADO SPRINGS -- A former member of the Florence City Council is accused of dropping a pill into a woman's drink.Robert Psaty, 56, was arrested on suspicion of inducing consumption of a controlled substance by fraudulent means, a felony.“I about dropped the food I was holding I was so blown away,” said Colt Haugen a waiter at the Ruby Tuesday restaurant where the incident allegedly occurred.
“I was just thinking, ‘I can’t believe I just saw this,’” Haugen told 7NEWS.Haugen said the couple appeared to be on a date happened to notice the woman get up from the table to visit the salad bar.“As she turned her back, I watched him put a pill in her drink and mash it up with a straw and stir it in,” Haugen said.Haugen said he immediately notified the restaurant manager and took action.“Initially, I tried to spill the drink on the table,” said Haugen.When that didn’t work, Haugen returned to the table with another margarita and switched out the drink.“I looked at her and smiled and as I turned away. I made eye contact with the gentleman and he shot me the most horrific look you’ve ever seen,” Haugen said.Colorado Springs Police Lt. Skip Arms praised the waiter’s actions.“He saved the victim from being potentially manipulated, it’s hard to say what the intent of the suspect was,” Arms said.Test results showed the drug to be the tranquilizer diazepam, according to Arms. Diazepam is the generic version of Valium.According to a police report, Psaty was meeting women through a Colorado Springs dating service.Psaty is free on $3,000 bond and didn’t return a call from 7NEWS Tuesday.Psaty was elected to the Florence City Council in 1993.According to the Colorado Springs Gazette, he pleaded guilty in 1994 in connection with an incident at the Centennial Correctional Facility involving a prison nurse who accused Psaty of locking her up and threatening her with a stun gun.Psaty resigned from the council in 1995.Most recently, Psaty was working for the Colorado Mental Health Institution in Pueblo. One of two state hospitals in Colorado.A spokesperson told 7NEWS Psaty is on paid administrative leave pending the outcome of an investigation.Psaty works as a mental health clinician and does not have access to drugs at the facility, according to spokesperson Eunice Wolther.Haugen said the potential victim was emotional and gave him a “big hug.”Haugen added he wants to raise awareness, not be considered a hero.“I’m just a guy who saw something and did what was right, nothing heroic.”For more on Psaty's criminal record and this investigation, click here for the article in the Colorado Springs Gazette.
