GREELEY, Colo. -- The Greeley City Council passed an ordinance Tuesday night that prohibits tobacco companies from giving away products. The vote was 4 to 3 in favor of "prohibiting the commercial non-sale distribution of tobacco products" and would affect a tent at the annual Greeley Stampede, where complimentary spit tobacco is offered to anyone over 18.Some have raised concern the decision will cost the Greeley Stampede a major sponsor -- U.S. Smokeless Tobacco. Calls to the company by 7NEWS were not returned Tuesday night.
An estimated 75 people filled the council chambers for the public hearing Tuesday. The council heard from people on both sides of the issue. Health advocates from the American Cancer Society and Northern Colorado Health Alliance testified in support of the ban on the freebies.Others argued the ordinance infringes on the rights of adults to make their own choices."All this does is put the council in a bad position," said James Herman, who spoke before the council.Billie Miller told the council, "It's my right to choose."Jody Kugler disagreed and urged council members to pass the ordinance."This ordinance doesn't take away the choice to go to any retail establishment and purchase a product," she said.Opponents also expressed concern over losing a scoreboard provided by U.S. Smokeless Tobacco. A Stampede committee member estimates costs could run around $500,000 to rent and operate another sign during the 12-day event."We'll have to make adjustments, but it won't be as nice," said Keith Reichert.During the public comment portion, a representative for the Campaign for Tobacco Free Kids cited lower figures for scoreboard rentals.Greeley's newly elected mayor, Ed Clark, voted against the ordinance, citing the choice issue."I truly believe this is bad for the City of Greeley."Councilwoman Pam Shaddock urged supporters of the ban to team up and find sponsors to pay for the scoreboard."In this particular issue I come down on the side of health," Shaddock said. The Greeley Stampede runs June 25 to July 6, 2008.
