Mayor Charged In Strip Club Investigation
Federal Heights Mayor Says He Won't Resign

FEDERAL HEIGHTS, Colo. -- The mayor of Federal Heights has been charged in connection with his previous employment at a local strip club.Special prosecutor Joe de Raismes said Wednesday that Dale Sparks violated the city's conflict-of-interest code and the city's employment code that prohibits a city employee from disclosing confidential information.In addition, Sparks was also charged with complicity in a criminal enterprise -- a "principal offense," according to de Raismes.
The charges stem from Sparks' employment at Bare Essence, where he worked as a doorman until an April raid by the town police department and North Metro Drug Task Force.Sparks worked as a doorman and denied after the raid that he was aware of any illegal activity at the club.According to an internal city report, Sparks told the owner of the strip club who an undercover officer was and tried to find out if the club was the subject of an undercover investigation.Sparks is now the subject of a recall that will be voted on in November. The mayor said he will not resign, but did quit his job at the strip club after questions were raised.As a result of the raid, dancers were charged with prostitution, and three others were charged with performing lap dances, in violation of city code. Club owner Leonid Tsodikov and a disc jockey were charged with violating city code and with complicity.All charges filed against those arrested in the April 15 raid have resulted in guilty pleas, according to a memo from the city manager to city employees.
