DENVER -- A measure establishing a no-call list for telemarketers is among several new state laws that took effect Wednesday.

Among the other measures are a law that will automatically register young men for the military draft and one requiring governments to keep closer tabs on closed-door meetings.

The telemarketing law requires solicitors to use a list of state residents who don't want to receive sales calls. The list won't be ready and the new law won't be enforced until the Colorado Public Utilities Commission creates rules and contracts with a company to run the program next year.

So far, more than 214,000 people have signed up for the telemarketing no-call list, established by the Bighorn Center for Public Policy. When the telemarketing law does take effect next July, there is a possibility that everyone who registered on this current no-call list would have to re-sign.

Other new laws include:

• providing low-interest loans for commercial fish hatcheries to fight whirling disease in trout
• a requirement that auto brokers tell consumers if they are paid by a dealership for a car sale
• a requirement that death certificates be provided for stillborn infants
• a requirement that school districts develop policies to prevent bullying.

The new laws are taking effect 90 days after the end of the 2001 legislative session. The delay is intended to give the public a chance to put the measures to a vote, but none of the laws was challenged.
