Taxpayer Rebate Would Be Eliminated To Fund Public Education

DENVER -- When it comes to finding money to help pay for a better education in Colorado some would argue we could always use more. Amendment 59 would lift constitutional TABOR limits on spending and put additional revenue into an education fund."We believe education is the single best way to strengthen our economy. The best way to bring and keep good jobs in Colorado," said Andrew Romanoff, Speaker of the House.Amendment 59 would take taxpayers' rebates -- when the state collects more money than it's allowed -- and use it for education.
"Amendment 59 creates a savings account for education. It allows the state to save money when times are good so that we're not forced to cut schools and other essential services when times are bad," said Romanoff. "We know we can't rely on politicians to fund our schools. Amendment 59 creates a savings account just for education."The latest ad promoting "yes" on 59 shows politicians robbing students for their lunch money. But opponents said it's more like the government robbing the taxpayers."When government over-collects money, that money is supposed to go back to the taxpayer. When times were good, that was $600 to $800 a year. If 59 passes, that's eliminated -- forever," said Penn Pfiffner, who opposes Amendment 59.Opponents argue that education is already getting a lot of money from Referendum C and Amendment 23, and that passing Amendment 59 would increase taxes."People can say no and politicians can come later and they'll come with specific proposals and specific amounts.
